Salaries and Benefits:

• Up to $8,790.00 per month
• Comprehensive insurance coverage

Roles & Responsibilities:

• Plan with other project teams within the Division to ensure timely procurement of contracts for development projects.
• Lead the procurement of contracts for Division’s development projects. Safeguard good governance of procurement processes to ensure compliance with the Government Instruction Manuals (IMs) and GovTech internal financial and procurement rules
• Reviews current workflows, processes, and identifies areas for standardization and improvements.
• Draft, review and refine structure of tenders, contractual terms, and requirement specifications for ICT systems, products and services procurement. 
• Advise project teams on government procurement policies and ensure compliance while meeting project needs; provide guidance on specification requirements and queries.
• Assists in audits conducted by both internal and external auditors on contracts/projects.
• Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks 
• Apply contract monitoring methods to assess suppliers’ performance and execute contract management procedures and techniques. 
• Manage vendors (in accordance with contractual obligations) to meet stipulated service levels within scope and schedule and perform variation and technology refresh (when necessary). 
• Provide regular and timely project status reports to upper management and manage project timelines, stakeholders, and communications. 
• Ensure compliance of ICT projects with Quality Management System (QMS) and contractual requirements. 
• Provide leadership, direction, and guidance to help staff in the team to carry out their duties effectively and efficiently to achieve the Team’s targets.
• Perform any other duties as assigned.

• Good knowledge of ICT procurement and contract management practices 
• Experience in procurement of Cloud, Software as a Service (SaaS), and/or AGILE projects will be beneficial 
• Participated in full software or product development cycles 
• Proven experience in IT business analysis 
• Experience in Project Management for Monitoring and Tracking 

• Ability to communicate effectively across all levels 
• Good analytical, organization and planning skills 
• Ability to work collaboratively as a team player and independently as a self-motivated individual 
• Excellent oral and written communication skills, with the ability to pitch ideas and influence stakeholders
